Measuring the digital divide

Only occasionally challenges with limitless scope and widespread impacts arrive in a way that define the evolution of societies globally for a very long time. For the most part, such challenges are technology-related; historians like to refer to them as ‘revolutions’. By all accounts, we are at such a junction today with the set of interrelated Information and Communications Technologies (ICTs).
