Building Sustainable Communities
Proceedings of the 2013 ITU Kaleidoscope Academic Conference. Kyoto, Japan, 22 - 24 April 2013
The Kaleidoscope 2013 conference - Building Sustainable Communities - was the fifth in a series of peer-reviewed academic conferences organized by the Telecommunication Standardization Sector of the International Telecommunication Union (ITU-T) with the technical co-sponsorship of the IEEE Communications Society and the Institute of Electronics, Information and Communication Engineers of Japan (IEICE). These papers at K-2013 focused on multidisciplinary aspects of future ICTs including future services and applications demand as well as socio-economic, cultural, ethical, legal, and sustainable development policy aspects of communities of the future. These conference proceedings include the full text of papers accepted for lecture and poster presentations (after a double-blind review by a panel of over 140 subject matter experts), as well as three invited papers and a summary of the keynote speeches. The 33 papers reproduced here should provide readers with valuable information relating to this essential field of studies.

Chair's Message
ITU initiated its Kaleidoscope series of conferences in 2008 to provide a forum for practitioners and researchers on the standardization of information and communication technologies (ICTs). The ITU academia membership category, established in 2010, gave further impetus to the Kaleidoscope series, and today the conference is an important event on the calendar of the academic community engaged in ICT research. I would like to express my appreciation to ITU for selecting Kyoto University as this year’s host as well as my gratitude for the great volume of work ITU has undertaken to make this event possible.
