The Directives provide a comprehensive description of electromagnetic effects due to the close proximity of telecommunication lines to power and electrified railway systems. Voltages
The source of capacitive induction is physically the charges on the power-line conductors rather than the voltages. Inducing currents are analogous to charges, not to voltages. However, because the charges are not available, the voltages have to be used as a basis.
