The Final Acts record the decisions taken at World Radiocommunication Conferences or Regional Radiocommunication Conferences. They include the new and revised provisions of the Radio Regulations and associated Appendices, as well as the new and revised Resolutions and Recommendations adopted by the Conference. The Final Acts of Regional Conferences normally contain Regional Agreements and Plans annexed to these Agreements.

Preamble
The First Session of the Regional Radiocommunication Conference for planning of the digital terrestrial broadcasting service in parts of Regions 1 and 3, in the frequency bands 174-230 MHz and 470-862 MHz (Geneva, 10-28 May 2004) adopted Resolution COM5/2 (RRC-04), by which it recommended to the Council to modify Resolution 1185 (modified, 2003) with a view to convening the second session of RRC.
