Manual on Mobile Communications Development

Under the Buenos Aires Action Plan, BDT developed this manual to assist developing countries in the planning and engineering of mobile communications taking into consideration all kinds of technologies worldwide with emphasis on the development of a business plan criterion.

Network Planning Examples
Network planning is generally defined here as the task of determining the number of cell sites and channels that are required to satisfy a given service area's traffic capacity and RF coverage requirements. Inherently, the different technologies (AMPS, TACS, GSM, CDMA, TDMA, etc.) require some variations in coverage design due to the differences in their respective transmit power outputs and receiver sensitivities. This can be observed by comparing their link budget maximum path loss values. Likewise, the capacity assumptions per technology depend on their spectral efficiencies and frequency reuse patterns. Here the analog technologies will be limited to frequency reuse patterns which support at least 17 dB cochannel C/I. This can be accomplished with a N = 4, 6 × 60° or a N = 7, 3 × 120° reuse pattern. Although N = 4 reuse is easily seen to be more frequency efficient (78 vs. 42 chant/cell for an AMPS 10 MHz system), N = 7 continues to hold market share due to some manufacturers’ limited product line. The GSM system uses a N = 4, 3 × 120° reuse pattern, supporting a 9 dB cochannel C/I ratio. US digital systems are designed with N = 7, 3 × 120° reuse for IS-54 TDMA systems and N = 1/3, 3 × 120° reuse for the IS-95, CDMA system. These reuse patterns are required to support the necessary BER (bit error rate) to maintain good quality calls.
