This ITU-R Supplement expands on the first edition of the ITU Handbook on Deployment of IMT-2000 Systems and represents much of the work that has occurred since the release of the Handbook to address, among other topics, the subject of evolution and migration from current mobile systems towards IMT-2000. This Supplement will serve as a practical tool to assist countries in their endeavours to further develop their mobile communication networks and enhance the quality of services offered.

Economics of evolution/migration to IMT-2000
A key step in the process of finalizing a transition path toward IMT-2000 network deployment is the economic evaluation of the revenues expected from the investments over the economic life of the system, including the spectrum licence acquisition costs – where appropriate. This evaluation bases on the (cost of the) possible options and also on the assumptions about the evolution of demand and service penetration as well as tariff trends and policies.
