Transforming Economic Relationships in International Telecommunications

This Briefing Report was prepared for the seventh ITU Regulatory Colloquium, held at ITU Headquarters in Geneva on 3-5 December 1997. The topic of the Seventh Colloquium was a detailed examination of the present crisis in the international system by which payments are made between countries for international telecommunications services (known, for short, as the "accounting rate" problem). The Colloquium examined in detail alternatives to the present system as well as means by which the system may be adjusted to reflect current realities.

Introduction
This Briefing Report was written in the first instance as a preparatory document for the seventh ITU Regulatory Colloquium held in Geneva on 3-5 December 1997. Like the six Briefing Reports prepared for previous Colloquia, this one was revised for publication after the Colloquium, benefiting from insights arising from the meeting itself. Nevertheless, the Briefing Report does not necessarily reflect policies or views of the ITU, its membership, or the Colloquium participants. The Briefing Reports exist to stimulate reflection and action on critical issues by organising background information and presenting ideas. The views presented are strictly those of the author.
